Exit: Reduce requirements share

>> This enhancement is required so that when making material staging, only the planned orders that have been conducted to check the availability distaging by the system (see coding EXIT_SAPLRMPU_008). This function also performs an authorization check storage location, means can only create material staging (reservation) for the SLOC production of relevant users, because the authorization check in the create reservation that MB21 is not affected in MF60.
