Update PO Exchange Rate

Value in the "exchange rate" field in PO header will automatically be filled with the date from exchange rate table in FI and "fix exchange rate" indicator in the PO header will be activated when the first goods receipt that the PO occurs.  The "fix exchange rate" indicator will be deactivated when goods receipt cancellation results in total PO quantity cancellation.
